Job Summary

  • Responsible for assisting the Lead Security Officer in managing the development and implementation of the Projects' security requirements, public safety policies, enterprise risk management strategy and design build engagement framework in accordance with international standards, industry best practice, statutory and local regulatory requirements.
  • Overseeing the deployment and integration of full spectrum security service delivery with Project stakeholders, managers, directors and departments.
  • Must advise all segments and departments on the GHIB Project in all matters related to security within a construction and critical infrastructure environment during a design/build phase. Emphasis will be placed on leading security strategies for construction management, security systems design and planning.
  • Implementing and overseeing strategies to assess and mitigate risk, safeguarding the company and its assets, crisis management and emergency response.
  • Assisting the Lead Security Officer in developing, implementing, and maintaining security processes and policies, identifying and reducing risks, limiting liability and exposure to informational, physical and financial risk.
  • Ensuring the company is compliant with local and national regulations related to national security and critical infrastructure.
  • Managing key stakeholders' needs and expectations, which may be politically, technically and financially sensitive and of national importance.
  • Lead and maintain the required integration with First Responder, Emergency Services and Federal Agencies as directed by specific terms of reference.
  • Work under the direction of and collaborate with other key Project heads of department for areas such as; Health and Safety, Construction, Security Systems and Technical Designers.
  • Driving Project compliance with Industrial Security Regulations and the Contract Security Program/ NISPOM
  • Authoring documents, processes and protocols compliant with the GHIB Project Agreement, Contract Security Program and NISPOM.
  • Direct Supervision of subcontracted Security personnel for adherence to company policies, procedures, training requirements and contractual requirements. Person must ensure that the service delivery and deployment of guard force is acceptable to Project standards.
  • Management and financial accountability of the Projects' security budgets.
  • Compliance with all provisions of the Project Agreement and with emphasis on Schedule 10 of the PA.
  • Improving physical security across multiple locations both within the design and construction phases of the Project.
  • Deliver security related training and education to a wide variety of stakeholders, partners and subcontractors.
  • Other duties as assigned.

  • Excellent command of the English language and public speaking. French and Spanish language skills considered an asset.
  • Must be able to host and coordinate meetings/presentations in a professionally engaged manner so as to acknowledge stakeholder needs and requirements.

Experience
  • Demonstrated experience with:
    • Security project management,
    • Industrial Security regulations (CAN CSP-ISM/ US NISPOM),
    • Security systems design-implementation and construction management,
    • Agency, stakeholder and subcontractor relationship management,
    • Knowledge of applicable legislation in US and Canada,
    • Physical Security in asymmetrical environments,
    • IT Security, Blast mitigation,
    • CPTED,
    • Security staff program deployment and administration,
    • Security Risk Assessment modelling under HTRA-THIRA/HIRA-DBT,
    • Counter terrorism,
    • IMS-ICS and NIMS,
    • Training and development,
    • P3 Construction, Design/Build, Operations
    • Corporate investigations,
    • Transport Canada International Bridges and Tunnels Act/ US DOT Federal Highway Administration.
  • Mandatory requirements of previous or current government Security clearance (Secret) or ability to obtain quickly.
  • Demonstrable experience of managing large scale Projects and operations within the previous five years.
  • 15 years professional experience required with 5 years documented leadership roles.
  • Previous Military or Critical Infrastructure experience preferred.
  • Professional designation preferred in the fields of;
    • Security,
    • Risk Management,
    • Project Management,
    • Security System Design/ Installation/ Integration
