Position Description
Under the direction of the Chancellor, the Vice Chancellor of Human Resources and Employee Relations provides leadership and direction for proactive district-wide human resources services and labor and employee relations, in accord with the District goals to achieve District, college, and department goals, objectives, and administrative unit outcomes.

The Vice Chancellor of Human Resources and Employee Relations will provide the overall vision, leadership, direction, and administrative supervision of the Human Resources Department and Employee Relations Office, including policy development, strategic planning, management, and evaluation.

In the Office of Employee Relations, the scope pertains to collective bargaining for all employee groups, collective bargaining agreements, grievance administration and management, analyses, and reporting data and information related to employee groups.

In the Human Resources Department, areas include leadership in human resources polices and services; policy development; implementation of services; compliance with labor laws, rules, regulations, and codes; employment of academic employees, classified employees, administrators, associated services, and professional development.

Job Duties
1. Serves as the Chief Negotiator representing the District in developing and negotiating collective bargaining agreements for academic and classified bargaining units, overseeing and facilitating implementations of the agreements, and collaborating memorandums of understanding.

2. Serves as college Equal Employment Officer developing and administering the college Equal Employment Opportunity Plan and related policies and programs to assure compliance with Federal, State, and college relations.

3. Oversees the District's grievance process: mediates and conciliates employee grievances, represents the District in grievance hearings, directs disciplinary actions, and intervenes in supervision/employee relations problems by providing guidance.

4. Meets regularly with the Chancellor and Governing Board in closed sessions, and provides information regarding legal settlements and litigation, including employee discharge and other legal issues within the scope of closed session topics; directs and implements legal settlements and litigation pursuant to Board Action.

5. Oversees, develops, and implements professional development programs for faculty, staff and administrators.

6. Provides training and direction to managers in integrity; applying personnel policies, procedures, and regulations; and conflict resolution.

7. Coordinates activities with the Vice Chancellor of Administration and Finance and with the Title 5/EEO/ADA/Title IX Compliance Officer to ensure the hiring of qualified faculty is within the principles of sound budgetary management, hiring guidelines, equal employment opportunity policies and guidelines, District hiring policies, and Board priorities.

8. Develops and interprets policies and procedures, including recruitment strategies for recruitment and retention of a highly qualified and diverse faculty and staff.

9. Directly supervises and evaluates the Associate Vice Chancellor of Human Resources and Senior Directors of Human Resources.

10. Oversees college reporting of Human Resources and Employee Relations data as required by the California Community Colleges Chancellor's Office and other governmental agencies.

11. Ensures effective communication methods are utilized in providing employees, retirees, potential employees, and the general public information about Human Resource programs and Employee Relations services.

12. Coordinates preparation of reports to the Board of Trustees related to personnel recommendations and attends meetings concerning Employee Relations and Human Resources or other concerns as requested by the Chancellor.

13. Designs and implements long and short-term efforts to develop internal capacity to facilitate and improve organizational effectiveness in alignment with the strategic mission and goals of the District.

14. Coordinates human resources services and organizational development programs of the District in collaboration with the Deputy Chancellor of Academic Affairs, Vice Chancellor of Administration and Finance, and Vice Chancellor of Student Development, senior staff, college administrators, and appropriate participatory governance groups.

15. Assesses staffing and develops district staffing plan in collaboration with the Chancellor, Deputy Chancellor of Academic Affairs, Vice Chancellors, and appropriate participatory governance groups.

16. Works with a District team, including Finance, Human Resources, Payroll and IT staff to continually update, enhance, and oversee the effective use of the Banner.

17. Trains and supervises assigned staff; organizes staff to plan, develops and implements programs/support services in assigned areas of responsibilities.

18. Maintains open communications with subordinates to assure a free flow of ideas throughout the organization.

19. Directs and oversees continuous review and audit of district policies and procedures related to functional areas of responsibility.

20. Serves as representative of the District to governmental agencies, civic and community groups, District and state-wide committees as upon direction of the Chancellor, including participating on CCSF Participatory Governance committees.

21. Assures timely preparation, maintenance and distribution of reports and records as required by Federal, State, local and District regulations; informs the Chancellor and other district staff of the status of assigned functions, programs, and services.

22. Serves as a member of the Chancellor's Executive Cabinet.

23. Performs other duties as assigned by the Chancellor.

Minimum Qualifications
1. Possession of a Master's degree from an accredited institution in Human Resources, Public Administration, Business Administration, Organizational Management or a closely related field.

2. Demonstrated knowledge, skills, and abilities to work with community college students with disabilities, various sexual orientations, and diverse academic, socioeconomic, cultural, and ethnic backgrounds.

3. Minimum of 5-7 years of increasingly responsible and varied public or private sector experience in administering and/or providing consultation about employer-employee relations, including human resources functions employment, labor negotiations, and dispute resolution.

Knowledge and Abilities

Knowledge of:

1. Principles and practices of human resources management, including recruitment, classification, and compensation and collective bargaining in the public sector.
2. State and federal laws and regulations related to human resources management, collective bargaining and community college administration.
3. Negotiation techniques and collective bargaining processes, including interest-based bargaining.
4. Human resources information systems functions.
5. Techniques and legal mandates pertaining to recruitment, selection, employee classification and records management.
6. Principles of administration, supervision, performance evaluation and training.
7. Principles and practices of budget preparation and administration.
8. Progressive discipline procedures and documentation.
9. Strategic planning.

Ability to:

1. Assess Human resources information systems functions.
2. Apply techniques and legal mandates pertaining to recruitment, selection, employee classification, and records management.
3. Articulate and communicate principles of administration, supervision, performance evaluation and training.
4. Articulate and communicate principles and practices of budget preparation and administration.
5. Understand scope of progressive discipline procedures and documentation.
6. Interpret, apply, and explain strategic planning.
7. Effectively communicate orally and in writing.
8. Effectively apply interpersonal skills including tact, patience, diplomacy, and a high degree of integrity.

Desirable Qualifications
1. Experienced as a Chief Negotiator and/or a Chief Human Resources officer.

2. Demonstrated extensive experience in collaboration and coordination with employee labor unions and other constituent groups.

3. Extensive experience in the development, negotiation, and implementation of collective bargaining proposal and agreements.

4. Management level expertise in policy development, implementation, and interpretation of laws related to human resources.

5. Experienced in fiscal management and budgeting.

6. Demonstrated knowledge of human resources functions and operations, including managing hiring processes.

7. Demonstrated written and oral communication skills, particularly with public and governmental agencies.

8. Demonstrated experience in supervising or overseeing assignments and evaluation of a large staff in a complex institutional human resources operation.

9. Knowledge of federal and state laws and regulations as they relate to community colleges.

10. Knowledge of implementing software applications and programs or skilled in the use of current technology in the administration of human resources operations.

11. Experience working collegially in a participatory government environment, preferably in higher education.
